Needs a reasonable amount of moisture or it will take forever to rot. If it's bone dry water it!
For info, make sure you keep it moist during the summer, especially on hot days!!! My parents one was left to dry out and it caught alight and set fire to their garden!
It should be moist, use male urine as that acts as a compost acclerator.
You can also use the water out of a vase of flowers.
also mix wet and dry bits i.e grass cuttings (wet) usual clippings and shredded paper (dry), if it is too wet it will just stink and not rot.
