Plants for windy,seaside balconies.

Hi,
I have two balconies overlooking Cardiff Docks, one facing south west towards the sea, the other north towards the car park. I have lost some plants, particulaly evergreen shrubs in tubs. Can any one suggest plants that would be suitable for these conditions perhaps conifers or hebes that would give me colour through the winter.

I suggest tamarisk. Most
are pretty and some are evergreen.
