Is this a Helenium?

My neighbour says it is, but shouldn't it have a large raised middle bit?

That is not a Helenium, it is a Helianthus, perennial Sunflower, but which one is hard to say without seeing a leaf and knowing the height.

I've found a photo taken in September that shows their height and leaves a lot better, so perhaps this may help.

Looks very much like one of the forms of H. decapetalus.
