I planted the garrya about 10 years ago. It wasnt doing well so I changed the site about 4 years ago and now its seems to be growing fine. I have clipped it back to prevent it being leggy in early summer the last 2 years about May - but I have yet to see a tassel on the shrub! Its about 4-4.5ft tall at present. Whats wrong??

It should not really need pruning unless it becomes untidy or just to remove dead branches. I would guess you are pruning too hard and removing the branches that will give you the catkins the following season.
