garden flies

every day i have small fly like creatures flying round and round and round each other in my garden. they never seem to touch each other. any idea what they are and how i can get rid of them?

Are they midges?
They are attracted to damp ,poorly drained areas. We have them at the bottom of our garden. I don't think you can get rid of them, and they do nip! I wonder if still water is a breeding ground like for mossies?
