Unknown conifer

Today I saw a slim conifer about 20ft tall with what looked like hanging tassels of new growth on the ends of the branches, The older needles were stiff and slightly prickly. Although I saw this in a large display border at a garden centre nobody there could tell me the name of this tree. Grateful for any suggestions, please.

Could well be a Juniper - like Juniperus scopulorum ( Skyrocket Juniper ) - Probably fairly old, as 20ft is about max.

I have seen this tree on a website www.rogercrossnursery.com where it is featured under trees, focal point conifer. the nursery says it is a Picea Orimoka (Serbian Spruce) but they don't know anything else. It is not a typical Serbian Spruce so can anyone tell me the type eg Pendular, Weeping etc.
