kill root system of a sycamore tree

We cut down a large sycamore tree in the garden about 2 years ago to about 0.5m above ground level. we removed the bark from the stump. this year shoots are growing out from around the base of the tree and one shoot is growing from the soil approx 1m from the tree on adjacent property. how do i kill the stump and roots?

I'd go for a grinder or digger (having a digger biases me to that lol) but I looked at the question again and decided to answer the specific question "how do I kill the stump and roots?"
