What would be the best thing to use to sharpen a lawn mower blade and shears etc

Other than a good file I`d take them to a experienced technician whom you will find in Yellow pages
Here in the U.S. a high speed rotary tool, brand named Dremel comes with a very nice mower blade sharpening guide to provide the correct angle. It works very well and takes out the nicks and gouges a lot easier than a file. Here, they cost about $50 to $70 U.S. and the stone and guide kit is about another $20. The tool comes with a lot of other devices and is really handy to have around the house... (maybe a friend has one, though I loan mine to noone!).

I used to get the blade of a petrol Flymo sharpened and I recall that the technician balanced the blade to ensure that each half of the blade was the same weight after sharpening. I think that this was to prevent the machine vibrating if out of balance. .Where there was an imbalance the technician filed a notch on the back edge of the blade.
For shears I use a scythe stone although they are not as lasting as a file.
