neibour have ruined my garden

my neighbour has laid astro turf on his entire garden and although hi says he put in drainage my garden is now like a bog cant even walk on lawn its turning into a mud bath in heavey rain you can actually see it pouring under fence have i got any rights to make him put in more drainage

I don't know the answer to this one, but I suggest you contact your local council for advice, especially since there are plans afoot to have planning permission for things like driveways which affect what happens to surface water when it rains. A lot of expert people are attributing that sort of thing to one of the causes for the flooding that is becoming more frequent nowadays. So I would be inclined to think that Astro Turf would be similar.
