Weeds on Membrane

Hi,
I have membrane and gravel laid in my front garden. I live opposite a park and it seems that seeds are flying into the garden and rooting themselves through the gravel and membrane. I have tried pulling them up but they just grow back.
Shoud I cover it in weed killer and add more gravel?
Any advice much appreciated.
