My laurel hedge looks very sick - please help!

My established and previously lush laurel hedge is looking really sick. Many of the leaves have holes in as well as being crisp & shrivelled. Closer inspection today shows loads of ants all over the hedge. Are they the cause or are they eating the cause?

Any advice about what I can do to rescue the hedge would be very welcome. Thanks in advance
