Lemon Tree

I have a young smooth skin lemon tree in a pot that is bearing lots of fruit. The 3/4 metre high tree already has 4 big lemons and loads of buds but not much leaves. One branch only has buds with absolutely no leaves.

- Is this tree abnormal?
- How do I encourage more leaf growth?
- Should I pluck the buds off to prevent further fruiting?

I live in Cape Town, South Africa. We have a Mediterranean climate.
