Dishwasher Problem

Anyone know anything about dishwashers? Plumbed in a second hand dishwasher today but it leaks heavily when on wash cycle. I opened it up to check the pipes...all ok. Found out it was this (PHOTO) inside the washer that is an open link into the frame of the dishwasher, therefore when the water sprays around it shoots straight thru this thing and into the bottom of the dishwasher causing it to leak out all over the place. Anyone know what it is and what it does?
