Broken Double Glazed Window Lock

I have a broken window lock fitted to a double Glazed Window that’s broken in the locked position consequently am unable to get at one of the fixing screws to remove the handle I have today been advised that to complete this repair the window repairer advised that they would need to take out a small pane of glass to which the lock is fitted. Can someone please let me know if it’s really necessary to remove the lass to complete the repair.

If what you are describing is the standard type handle which, to open, turns 90 degrees (hinged) or 180 (tilt & turn), then clearly something needs to be radically altered. I would not think that taking out the glass is going to (on its own) solve the problem. It might make it easier to cut the handle if that is what is being aimed at.
