does anybody know if there is any legislation about installing wood or lamintate floors in flats? my neighbour above me has done so, and the noise made by the tenant in the flat appears to have increased somewhat. the ceilings/floors are quite thin. would i be right to insist he has carpets fitted instead to minimise noise?

This is a problem that environmental protection authorities are taking more seriously - Scotland seems to be taking the lead. See here: - http://www.scotland.gov.uk/Publications/2005/0 3/20901/55214
DEFRA produced a guide to help people impacted by it - by I can't find it on the DEFRA website anymore. In the first instance trying talking to enviornmental protection / noise people at the council. I'm not sure whether Johnny 2 Jags has ever actually put the legislation in place yet.
i presume you have a lease. The leases on the flats where i live specify that carpet only is to be used in the flats.
It may be worth checking
I live in a flat, and my lease says no laminate flooring, but I do know that some of my neighbours in my block have laminated flooring. I live on the top floor and I can here my neighbour below me walking around like they have elephant feet, think she has carpet though!!
