window locks

some of my windows have locks and some dont, even rooms that have two different windows, when i asked the builder about it he said that its for fire exits! has anyone heard of that before?

Yes, I believe that it is building regulations for safety - I tried to argue that my toddler wouldn't be worrying about a fire when he has fallen from an upstairs window, but I didn't get anywhere. You can buy special locks to fit on upvc window frames, or you can unscrew the handles from the windows and swap them about to ensure that you have the locks in the rooms where you want them.
