If static van is lived in as part of job with no independent facilities only shared via landlord do we have to pay council tax?

You dont pay council tax if you only live in it for so many months of the yar, that is why most static caravan parks close for a few weeks over the winter
If the static caravan is effectively being used as an extra bedroom for your landlords house, and you use his house for the bathroom/kitchen etc, then its not an independent unit. If it has its own facilities, you'll be liable for Council Tax and it will also need planning permission.
