'Planning Permission' is the generic term by which many people know the application made to a local authority for a planning consent. It's pretty clear the OP is asking about residential planning consent since he mentions a small house.
Consent can be requested for either a larger or different one of what already exists (i.e. a bigger house) or a change of use to change from agricultural to residential. In this case it is the latter being asked about.
Most Councils have policies preventing the use of agricultural land for residential use. As other posters have advised, its cheap for a reason. I would suggest you will find it very difficult, if not impossible, to build a house on grazing land.
