If enviromental health officers find poor/risk hygiene in a food establishment can they order customers present to stop eating food immediately and leave premises?
Also the Prohibtion notice -surely a devious owner can remove that-? also in theory any devious owner could re open without permission ?- or do enviromental health officers moniter closed premises each day?

I do not think they can actually tell customers to leave, but if a establishmet is really bad they can stop it trading immediately. They do go back and check that the place has not reopened with out doing the clean up nessesary.
A place that was so bad it had to close instantly would be very closely monitored and not allowed to reopen until it had passed an...
