Can anyone tell me if anyone can take legal action if someone cuts down trees on "no man's land" between two houses

Perhaps you mean that neither of the two adjoining parties maintain that the land is owned by either of them?
Since the cutting of a tree would be damage to the owner's property, without an 'owner' how would any individual have a claim for damages to their property?
It is prefectly possible that a parcel of land can have no 'owner' in E&W property law - that it no-one has previously taken control by fencing off, maintaining and subsequently claiming a right of beneficial ownership
