Yes, quite often hotels will allow people to live there permanently. It depends on the hotel.
All of them as long as you pay the price.

Yes I think elderly celebrities have been known to live in hotels.

Not one of my dreams. I'd enjoy having no cooking and no housework, but I'd need a small kitchen to potter about in and a whole lot more privacy.
