You just have to ask around - most maintained property (retirement or not) charge management fees, but it means you don't have to pay for stuff like drains or getting your boiler fixed.
Seek out those where the management decisions as to who gets the maintenance contract are in the control of the owners, not the company that constructed the development in the first place.
