Neighbour selling cars..

Can anyone please advise me on what I can do about the following:
Live in a small cul de sac, with is in a U shape. All houses and flats have bays outside of them, there are in total ten houses/flats and ten bays. A neighbour sells cars from his home and takes up 4-5 of these bays leaving 5 or six for the other nine houses. Now I always have a car and van in front of my window that are not mine so I parked in another bay the other night. I was told by local council bays are first come first served, but after parking in this bay I was left a note from someone telling me not to park there as it was their bay. I have told the council someone in the street is selling cars but they are just not interested!! it seems unfair for him to take all the bays while all of us are fighting for the remaining ones!! and I have actually had two notes left on my car and also been told "you cant park there" can anyone advise me how to get the council to take action?

Let HMRC know as his enterprise is probably undisclosed income and therefore tax avoidance (big clamp down on Ebay sellers at the mo). Also it might pay off to inform DWP just in case he's in receipt of any income related or unemployment benefits.

I feel for you, Ive had similar - foreign tenants renting the house next door to me, had endless cars coming and going, taking up parking space outside my house and on the cul de sac, they were Croatian I think, but how come they get away with it, repairing cars to sell on, I counted 9 cars that came and went during the space of a week ! l used to think, they must be well off to afford to run lots of different cars !
Is the neighbour in a house or flat? If a house then could it be a leasehold? If a leasehold flat or house then there may be terms in the lease they are breaching but it would depend on the terms of any lease.
Do you know if the parking spaces part of the property itself (owned by the owner) or does the owner (and their tenants etc...) just have a right to use them?
Similarly, if leasehold, do you know who the landlord is or is there any management company or resident's association?

Its so frustrating purple popple, sometime I just wanna go out there and tell him exactly what I think but I know that will get me nowhere!! I actually work for HMRC so I will be reporting the income from cars to them to the correct dept tommrow!!
The house is owned by him, bought. All parking in the street is first come first served none in the street the way it is laid out own any of the bays. I have had this clarified to me many times, by my housing association plus the local council. I just cant understand why no one seems interested. Just because you own your house does not mean you can run a business from it! some days this street is like a car showroom!
