My next door neighbour has sold part of her garden to a neighbour at the end of my garden. The buyer has cleared the area and appears to be preparing to build on it. I cannot find anywhere in the local authority websites about any planning permission to build on that land. I thought any separate livable unit required planning permission? Could I contact my council directly to address my concern? Why would it not be showing ?

Any construction, being developed using PDR (Permitted Development Rights) *has* to be constructed according to a strict set of guidelines. If it is not, then it will require Planning Permission.
To put your mind at rest, I suggest making an initial approach to your neighbour to find out what their proposals are.
