Getting a couple of slices of bread to toast I came across these.  I also saw a hole in the plastic bag they were in.

I keep the bread in the fridge, and there are two cats in the house, so this didn't happen here.

Should I tell the shopkeeper there are mice in his shop?

Having cats in the house is no guarantee against mice I am afraid 

If the shop has mice the owner will know.

That doesn't look like mice to me, it's too even.  Can't offer an alternative explanation, though

Our cats are quite good at bringing live mice indoors and letting them go. What fun!

Could just be air in the loaf when it was baked.

There's an uneven hole in the plastic bag.

It could be the cats (the late, great Frankie ate toast and crisps when he could catch them), but you could mention it to the shop owner (nicely).
