Best to check as Jenna suggests. Normally putting roof windows in does not need planning permission (irrespective of the position regarding Permitted Development Rights on your dwelling) because you are not changing the envelope shape (volume) of your dwelling. However this would not be the case if you livved in a 'special' area - for example, a National Park, an AONB or a Conservation Area. Note that developing the roof space in your house will almost certainly require a Building Control application.
Also make sure you get any FENSA certification.
If you bought recently a copy of your local search may shed some light on conservation areas etc...
