Administration facility on land

I own over 13 acres of land and hope to develop it into an organic small holding. I currently have 3 ponies and some pigs there, but would like lots more livestock and to grow my own veg.
The land is about 12 miles from my home and is an AONB. I have been refused planning permission for a summer house.
I have heard that, under european law, I should be entilted to an administration facility if I have animals on the land. I can't find any reference to this law however and wondered if any of you might be able to help.
To be able to spend time there, I really do need an area where I can get out of the rain and cold, make a hot drink and generally get warm.
I do not want any residential status.

I have been hoping that you would get an answer to this! I have a very similar amount of land and had my application for a summer house refused. (I am in the process of appealing the decision). I only live about 4 miles away, but I really would like to be able to spend time on the land and the idea of an administration facility sounds good!
I know this isn't an answer, but hope you might get one soon!
