Sounds like a trick question because ALL towns and cities came under the first version of the Building Regulations 1965. However London had had its own local Act which had existed since soon after the Great Fire of 1666, so London did NOT come under the original Regulations until much later - 1984 - when the first consolidated version of Building Regulations as they currently exist was introduced.
