our neighbour whos put up a fence has put it up from our side of our property. This has left us with hard lumps of cement on our side in my garden can he do this i heard this was illegal is that right

If the concrete lumps are actually on your land, then yes, he should have got your permission. If they are completely on his land but facing your side, then there is nothing you can do. As long as he is not encroaching onto your property, he can have whatever he wants facing your side.
You can always put your own fence next to it, on your land, so you have something nicer to look at.
If the concrete is actually on your land then you need to employ a solicitor right now. This is called encroachment. You know the old saying if you give them an inch, they'll take a mile!

However if the concrete is not actually on your land then you will have to live with it I'm afraid.

Hi i have just read your e-mail about the cement on our garden from posts of next door neighbour. We have also found loads of cement in our back garden which he had put up last year, we cant have a flower border because of it and my husband went to see our neighbour to show him and he wasnt interested.
