Fire Escape on Ground Floor Apartment

I have recently moved into a Ground Floor Apartment that has a set of French Windows leading out to a garden area. These windows have a set of railings, about 4ft high that stop you from using the windows effectively. I have recently took these railings off and have been given a nasty letter from the management company. I am hoping to go down the fire escape route, as I see these as the only fire escape available in the event of a fire between the rest of the flat and the fron t door, or even if there was a fire in the community hallway. I am unsure as to the law, but for common sense purposs it makes sense. Any information or views would be appreciated..THANKS.
