charge on property
I have improved a property left vacant for 20 years, with a view to squatting in it. The coucil had a repairs notice on it. I have repaired and tiled a roof, and cleared the garden that had been used as a fly tipping spot. I need to be able to put a charge on the property incase the owner comes back and ivits me so I can at least recover the monies spent.

I don't see how you could make the owner pay you for what you say you have done. He would only have to do so if you had a contract with him to do the work, & clearly you haven't.
To get a charging order on the property you would have to find out the name & address of the owner, issue a County Court claim against him (paying the Court fee), convince a judge that you had a valid legal claim (which I do not think you have) and therefore get a judgement in your favour, wait for the owner to default on the terms of the judgement, go back to Court (paying another fee) asking for the charging order.
My advice - forget it. Go ahead & squat if you must, but if the owner turns up and gets an eviction order you'll just have to accept it. After all, you'll have had some free accommodation out of it.
