Have you checked whether they did a HIP report or sent off for one to be done which would be usual before the property was marketed.

It may have been in the terms and conditions that in order to market the property that they sent off for a HIP and you agreed to pay it.

Check over what you signed to see if it said anything like that.
Call their bluff and insist on getting a copy of the HIP report. Since you are paying for it, you are entitled to a copy.
The energy assessment for one needs a site inspection - can't be done without so if you are saying no-one has vistied and you are correct, there can't be a HIP report.
