hope this is the right section for this, if a private property is empty and is up for sale (no one lives in it) does the owner still have to pay council tax , there is no furniture in the property either

I believe(if I remember right from previous AB Questions) the property is Council Tax free for the first 6 months,after that 100% Council Tax is payable.

is the "Exempt Dwellings"" page from our Local Council,which confirms my opinion.

It may be (though unlikely) that other Council's Rules may vary?
Hi audi1961, I was in that position 4 years ago when I moved from Scotland to England. I moved in with my partner to the property we had bought in England, even though my property in Scotland was still not sold. I had to get a letter from the estate agent stating the address of the propery and that it was 'vacant and unfurnished'. They also stated that they were the official keyholders to the propery bacause I was now living in England. The local council accepted this and no more council tax payments had to be paid. Hope that helps.
In Lancashire ,if a property is totally empty and up for sale no C TAX is payable for the 1st 6 months , then payable at 50%.
I sold my flat in December which had been empty for 2 years. If a property is empty and has no furniture in you are only exempt for 6 months. After that you have to pay full Council Tax. Trust me I checked and that is what I had to pay.
If the property is empty because of the death of the owner and it is being marketed, it is sometimes possible to get the local authority to extend the 6 months free period.
