Is the boiler big enough (probably is)
Is the boiler thermostat turned up high enough
Is the new rad connected in properly
Is the pipe bore (diameter) to the old rad big enough to give extra flow capacity to run the new rad
Is the pump speed set high enough
Most likely though............ rad balancing needed ......... i.e. reducing the flow to other rads to effectively give more flow to the new one.
