If a fabric is described as '100% modal', what exactly is modal?

Modal is a cellulose fiber made by spinning reconstituted cellulose from beech trees. It is about 50% more hygroscopic (water-absorbent) per unit volume
It means that you're wearing a beech tree ;-)
