independant electrical tests

Does anyone know what gets checked in the independent electrical check when you buy a new flat? I thought it was everything in the flat at the time, but i've just been told that only the plugs and wiring get checked, not any of the built in kitchen appliances including the oven. Is this right? i'm having really bad electrical problems and every one keeps lieing to me, i just need some honest answers!!!

I guess it depends on who's paying for the testing. A regular electrical test would include all wiring, consumer unit (fusebox), earthing etc. It doesn't usually include appliances UNLESS it's asked for.
If you're having your electrician do the testing, he should be able to test anything you like.
