Rights to access private water supply - Scotland

I have full planning permission to build a new dwelling on a plot. I own the cottage next door which has a private water supply, shared with three others including the farmer, from an underground bore/well which is fed from a small stream up a hill on the farmer's land. Because of some nearby newbuild homes there are now less dwellings on this supply than before. There have been no problems with feeding the private supply. Mains water connection is not viable - cost prohibitive, nearest mains water connection pipe 3/4 mile away. Do I have the right to take a connection pipe from my own ground to my newbuild on the adjacent plot?
Any suggestions or advice would be welcome.

Different regulations apply depending on the number of persons supplied by the water source...

I'd contact your local council and explain what you'd like to do - they should be used to this sort of thing, and be able to provide the answer pretty well straight away.
