For more on marking an answer as the "Best Answer", please visit our FAQ.A three-gang switch with two one-way, and one two-way (stairs). The trouble is, there are hundreds of ways of wiring this arrangement to the switch. Every electrician has his own way (to a point). One of the three wires for the stairs will be live. Often, that has a link (short piece of red or brown wire) over to the other two one-way gangs. Perhaps that's come off.
It's usually fairly easy to trace, if you're experienced. (Don't let anyone tell you you're not allowed, by law, to do this ........ you are!)
Simple substitution of the switch is probably the best you can do before you have to call someone out.

Easy to sort.
1. Is the hall light a 2-way switch? (there is another switch for the light somewhere?)
2. The stairs light is a 2-way too? ..
If answer to above are BOTH NO, there is a live common disconnected at the 3-way switch in question. There are either separate red feeds into one side of the gang for each of those two duff channels (lights) in the switch, or a jumper wire has come off between incoming common live (connection to the front door) to the other two commons.
So check in the inop. switch first.
Then we take it further.

I think you can replace the new one, if it need to change the new LED light bulbs, take a look at http://www.tmart.com/LED-Light-Bulbs/
