Can anyone give me any help with the above, ie the (domestic) balloon that goes the furthest wins a prize. Any tips, where I can find the legalities of it would be greatly appreciated. Thanks

Balloon races are detested by environmentalists and farmers:

If you arrange one you risk protests from several groups and possible prosecution under the Environmental Protection Act 1990.

I'm glad you posted that Buenchico. I often find them in our fields,. Years ago my daughters curious Shetland pony found one and tried to eat it, fortunately it spat it out. Think its about time they were banned , along with those lanterns they send up alight.
I recall you also need permission from air traffic control or some similar body
Your CAA (Civil Aviation Authority) will have extensive regulations concerning the licensing, certification of pilots and operations of lighter-than-air aircraft, such as hot-air balloons... Ours is online, yours probably is as well...

You seem to be thinking of these

whereas I'm reasonably confident that the questioner is referring to these:

Your right, Chris... silly me...
