I would think not.
Can you not ask permission? If you expect the answer to be No then I would have thought it's not a goog idea to do it without permission.
Good neighbours and good relationships with neighbours is such a valuable thing to have.

No you are not allowed. It is their fence and they are quite within their rights to stop you doing this even if they can't see the baskets from their property.
