immerser has 3 holes top, 3/4 of way up and bottom is cold to go in bottom or 3/4 way up and use bottom for drain?

I'm asuming you mean immersion heater in hot water cylinder?  Assuming normal domestic house.

12" length immersion goes in the side at the bottom

27"  "             "            "         "    top.

Sorry, I believe I misunderstood your question.

Cold-feed to hot water cylinder goes in bottom side connection and should be minimum 22mm diameter.  You can put the drain in another bottom connection, if you have one, or alternatively, just branch off the cold-feed, to the cylinder, as low as possible. Regards.

sorry must be bad english the hot water tank has 3 22mmm holes: bottom is cold in i understand and the very top hot out ,but the 3/4 of way up 22mm has me confused as there is no coils or anything in the tank.
think it be ok to blank off?
