Exactly what is said.
The question is "why are there more adopters from a white background than an ethnic background"?
And since there are more adopters from a white background, plus the fact that people from an ethnic background are less likely to adopt, then it is only feasible that there are more children from an ethnic background waiting to be adopted.
The problem of white people adopting ethnic children is the fact that when the child grows up, there are problems caused by the child wanting to belong with it's own group and become aware of it's roots.
That is not my conclusion, but was outlined on TV by a black woman who was adopted by a white couple.

Working class families and those on lower incomes don't adopt, and black families (big generalisation) fall into this socio-economic grouping. Adoption is generally is generally the province of the middle classes.
Oh, and for every 100 adoptive parents, you should only expect 3 to be black, because that's the ratio of black to white in the UK.
