can I trim a neighbour's overhanging tree

Yes you can if it comes into your property,but you cannot take away any height.
and you must offer the cut parts back to the neighbour. In your own interest for future peaceful living in neighbourliness I would really strongly suggest that you talk to the neighbour first.
My neighbour never talked to me,he just cut and still is cutting my leylandii back all the time,it is nearly threadbare on his side.Yet my other neighbours ask me if I can go over to their side and cut down other trees that are growing on their side because they are not sure how far to cut them back.Two different kinds of neighbours!
You can cut back the overhang, but you must not cut back any further than your boundary (imagine the fence was 50feet tall, that's the line you're allowed to cut back to)

You must offer the cut off parts back to the neighbour, but they do not have to accept them, if they don't accept them it's your responsibility to dispose of them, you cannot just throw the cuttings over the fence (which seems to be widely believed)

But as above, for good relations it's always better to talk to the neighbour before just going ahead and doing it, but if they are problematic about it you can just go ahead and do it.
All of the above..but it is better to mention to neighbour what your intention is....I have told my neighbour if my climbing clematis, honeysuckle, wisteria , roses etc are offending her then feel free to chop her side !!..they welcome my climbers over their fence though...as they add colour to their garden too !
