Recycling Bins in Blocks of Flats

Any ideas here would be hugely welcome.
I live in a block of 12 flats, which shares the rubbish area with another block of 12.
The council has now refused to empty the recycling bins due to tenants constantly putting the wrong rubbish in there. We have tried everything over the years to the tenants - emails, notices, letters, meetings - but still the problem persists.
The council won't remove the recycling bins permanently, as they say they have to provide the facilities.
Has anyone else come across this? Does anyone know what we can do?

Put padlocks on the recycle bins. Everything goes into general bins. Recycle bins stay empty. Job done.
