It is probably bugs, try spraying with a mixture of washing up liquid mixed with water in a spray bottle - then after a few minutes wash off with a hose.  Don't leave the washing up liquid on the leaves or flowers, but if there are any bugs, they don't like being cleaned!  It works well on blackfly and greenfly by the way.
PS;  Dont use too much washing up liquid by the way, just a squirt with lots of water.
Are you sure its being eaten or are the leaves just dropping off? They are very susceptible to mildew and may need to be treated with Benlate or similar.
