What is the legal limit in height for a boundary wall and can also build pillars??

Without planning permission 2 metres, with planning permission whatever height has been approved. Pillars, posts, piers etc cannot exceed the height of the wall and must be entirely within the boundary of whoever's wall it is.
If my memory serves me well, there are also regulations regarding the height near to the highway as well.  I think within a certain distance they must be no more than 1.2m.
