Is it up to the landlord or the tenant weather the utility bills (gas & electric) get paid by bill or on a card meter?

Utilities accept that the person who is responsible for the leccy is the one who has consumed it.

This would be the tenant if in occupation
or during a period of no-tenant, then the landlord

If a tenant hasnt paid a bill or is in debt, the utility can exchange the meter for a pay as you go unit
The landlord doesnt get a look-in

If a new tenant finds a pay as you go meter - which are an expensive way to pay - then he can negotiate with the utility company for a change to a meter.

Any other possibilities ?
