Lemon Trees

I was told that a healthy lemon tree had to have in equal parts flowers, green bally things and fruit.  Is this true and how do I acheive this.  The house we have just bought has a lemon tree that is absolutely crammed with small fruit but actually doesn't look terribly healthy.  We haven't tested the fruit yet either.  Any help would be great.
