Disguising Big Gaps In Hedge

we have/had a huge hedge at the bottom of our garden probably about 9 ft tall and it was unsightly but we couldnt see what was behind it which is a horrible power unit and wired fencing. It also gave us more privacy.
Our neighbour has very kindly I might add trimmed the hedge for us but looking at it its really spindly and there are massive gaps you can see right through so we can see out and people can see in. Can't say anything as he's doing us a favour.
I would like to know though, is there a way we can cover up the gaps which are about 2ft up from the ground and about 4ft. There is also wired fencing there which is about 3/4 ft.
I thought of bamboo fencing but everyone says you can't attach it to wired fencing.
The other problem we have is that there is no soil there to plant new things to make it grow, or to put posts in to add a small fence.
any suggestions would be greatly appreciated.
Our main concern is so people can't see in and we can't see out and so people don't get tempted to enter our garden as it does look quite thredbare now.
