could it be summond/baliffs for previous tenants as i moved in 6 months ago

Please ignore this scam, I have no doubt that phone number you are supposed to call is a Premium Rate one(check with the operator before dialling,and hopefully NOT dialling).
If this was for the previous tenants,don't you think their name would be on the envelope?
Throw it away,and don't waste any more time on it!
I agree with all the above - if you still want to be sure run the telephone number through an internet search - www.google.co.uk - is good and see if it comes up with any clues. It may reveal a connection to the number by a company or 'conbversation' on a message board somewhere.
If the telephone number starts 09 then chances are it is premium rate which means you are likely to end up paying through the nose.
If it was a summons etc for a previous tenant I would imagine it would have been sent recorded delivery. Even if this was not a scam and it were a confidential letter that needed to get to you (or a previous occupant) I am not sure how you telephoning the company would achieve their aims.
